North Carolina Senate Budget Includes Common Core Provision

The North Carolina Senate included a Common Core provision in their recommended budget released last night.

SECTION 9.2.(b) Notwithstanding the provisions of G.S. 115C-174.11(c), the State Board of Education shall report to the Joint Legislative Education Oversight Committee prior to the purchase and implementation of a new assessment instrument to assess student achievement on the Common Core State Standards, including the Common Core Smarter Balance Consortium Assessments. The State Board shall not purchase such an assessment instrument without the enactment of legislation by the General Assembly authorizing the purchase. (P. 66)

  1. And herein lies the problem with federalizing education – no one is talking to each other at the federal and state level. While NC Senate/House put in this provision to not allow common core tests to rollout without legislation, NC Dep of Ed and the previous governer signed an MOU with Smarter Balanced Test Consortium committing they would.
    Will be interesting to see how this plays out.
